Arocho, City Clerk RECOMMENDED ACTION Staff recommends that the Mayor and City Council approve the following proclamation: A. Proclamation — Vietnam Flag Reaffirmation Day (November 8, 2023). BACKGROUND Councilwoman Amy Phan West, District 1, requested an item be placed on the agenda during the November 8, 2023 City Council meeting for consideration and approval of the proclamation request. Vice Mayor NamQuan Nguyen, District 4, seconded the request. The City Council adopted a new Recognition and Proclamation Policy at its regular meeting on September 14, 2022. In accordance with the policy, all proclamations must be presented to the City Council for approval under the Consent Calendar. Proclamation —Vietnam Flag Reaffirmation Day (November 8, 2023). Upon approval, staff will process the proclamation and coordinate presentation or distribution of the proclamation. Per the policy, if approved, the proclamation will be presented at the event, when applicable. FISCAL IMPACT There is minimal fiscal impact related to this item. Costs related to custom supplies such as proclamation, certificates, and frames have been purchased and funds were appropriated in the adopted budget. LEGAL REVIEW The City Attorney's Office has reviewed as to form. CONCLUSION Upon review of the attached proclamation, staff recommends that the Mayor and City Council approve as presented. REVIEWED BY Erin Backs, Finance Director Christian Bettenhausen, City Attorney Christine Cordon, City Manager City of Westminster Page 2 of 2 VIETNAM FLAG REAFFIRMATION DAY (THE THREE RED STRIPES UPON A FIELD OF GOLD) NOVEMBER 8, 2023 WHEREAS, the United States officially recognized the flag representing the people of Vietnam on February 4, 1950; and WHEREAS, the flag is described as three red stripes upon a field of gold; and WHEREAS, more than 58,000 American servicemen and women in the Armed Forces sacrificed their lives for the flag and for Vietnam as a country, on behalf of the United States; WHEREAS, more than 4 million American personnel were involved in the 20 -year long conflict; and WHEREAS, the men and women who fought in this war are honored and remembered as our Vietnam Veterans; and WHEREAS, nearly 250,000 Vietnamese soldiers sacrificed their lives for freedom in Vietnam; and WHEREAS, the Vietnam Service Medal was created by President Lyndon B. Johnson and it reads, "We Will Never Forget"; and WHEREAS, the Vietnamese American residents in the City and throughout the United States strongly express long yearning wishes for the flag to be regarded as the official flag of Vietnam. NOW, THEREFORE I, Chi Charlie Nguyen, Mayor of the City of Westminster, on behalf of Vice Mayor NamQuan Nguyen, and Council Members Amy Phan West, Carlos Manzo, and Kimberly Ho do hereby proclaim November 8, 2023 as VIETNAM FLAG REAFFIRMATION DAY and encourage residents to proudly honor the flag, described as three red stripes upon a field of gold, as the official flag of Vietnam.
