AGENDA December 18, 2019 AGENDA INFORMATION MEETINGS Regular Meetings of the City Council are held the second and fourth Wednesday of each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed Session matters, if required. The public session of the meeting shall commence at 7:00 p.m. or as soon thereafter as possible. While in the City Council Chamber, please turn off all cellular phones and pagers. AGENDA INFORMATION The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation is available for public review at the entryway of the Council Chambers prior to the meeting. On the Friday prior to the meeting, the agenda can be accessed on the City's web site at http://www.westminster-ca.gov. Live video streaming of regular meetings and an archive of agendas and minutes is also available on the City's website. ATTENDANCE AND PARTICIPATION BY THE PUBLIC Except as specifically provided by law for closed sessions, all meetings of the City Council Agency shall be open and public. Agendas for the City Council Agency meetings provide the public an opportunity to directly address the City Council on items of interest to the public that are within the subject matter jurisdiction of the City Council on any agenda items. NO action may be taken on items not listed on the agenda unless authorized by law. Unless otherwise extended by the City Council, the amount of time for each individual speaker shall not exceed five (5) minutes. WEBSITE/TELEVISED MEETING SCHEDULE Regular City Council meetings are broadcast live on Westminster Cable Channel 3 and REBROADCAST on Monday at 5:00 p.m., Wednesday at 7:00 p.m., Friday at 7:00 a.m. and Sunday at 8:30 a.m. The City's website (www.westminster-ca.gov) provides information about viewing live and archived City Council meetings. If you have internet access, you can follow the meeting live with a video stream on your computer. You will also have access to an archive of recent City Council meeting agendas, videos and minutes. PUBLIC USE OF COUNCIL CHAMBER EQUIPMENT All computer presentations must be e-mailed or provided on a portable USB device to the City Clerk at least 48 hours prior to the meeting. Items to be displayed on the overhead projector must be submitted to the City Clerk for review by staff to verify appropriateness for general audiences by noon on the day of the meeting and prior to the use of the equipment. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Accept Final Parcel Map No. 2016-202 and authorize the City Clerk to sign, seal and record the map with the County Recorder's Office; B) Accept a Dedication, for street purposes, of portions of Bolsa Avenue and portions Brookhurst Street; and C) An Easement for utilities purposes. ADMINISTRATIVE ACTIONS 3.2 Confirmation of Approved Administrative Fee Waiver for a Free Self -Defense Workshop held by the Office of Assemblyman Tyler Diep. (Diana Dobbert) RECOMMENDATION: Staff recommends that the Mayor and City Council receive and file the report. 3.3 Designation of Authorized Agents for an Application with the California Governor's Office of Emergency Services to Obtain Federal and State Assistance Under the California Disaster Assistance Act. (Chief Mark Lauderback) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster, Designating Authorized Agents for an Application with the California Governor's Office of Emergency Services to Obtain Federal and State Assistance Under the California Disaster Assistance Act," designating the City Manager, Assistant City Manager or Police Chief as the authorized agents for the City of Westminster application for federal disaster assistance funding. REGULAR BUSINESS 5.1 2017 and 2018 Edward Byrne Justice Assistance Grant (JAG) Memorandum of Understanding (MOU) and Transfer Agreement in Fiscal Year 2019-20. (Chief Mark Lauderback) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Approve the Transfer Agreement and Memorandum of Understanding for the 2017 Edward Byrne Memorial Justice Assistance Grant Program and authorize the City Manager to execute the related 2017 JAG grant documents and certification; and B) Approve the Transfer Agreement and Memorandum of Understanding for the 2018 Edward Byrne Memorial Justice Assistance Grant Program and authorize the City Manager to execute the related 2018 JAG grant documents and certification. 5.2 State and Local Changes in Housing Policy and Trends. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council receive and file the report and provide feedback to staff. 5.3 New State Laws Regarding Housing and Accessory Dwelling Units. LEGISLATIVE ITEMS 6.1 Consideration of an Urgency Ordinance Adopting Regulations Consistent With State Law Regarding Accessory Dwelling Units. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt Urgency Ordinance No. 2563 entitled, "An Urgency Ordinance of the Mayor and City Council of the City of Westminster, Authorizing Accessory Dwelling Units Consistent with State Law Requirements," read by title only and waive further. 6.2 Second Reading of Ordinance No. 2562, Adopting By -District Elections and Establishing the Boundaries of Each District. (Christine Cordon) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt Ordinance No. 2562 entitled, "An Ordinance of the Mayor and City Council of the City of Westminster, Adopting By -District Elections and Establishing the Boundaries of Each District," read by title only and waive further reading. 7.
