AGENDA December 11, 2019 AGENDA INFORMATION MEETINGS 1 Regular Meetings of the City Council are held the second and fourth Wednesday of each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed Session matters, if required. The public session of the meeting shall commence at 7:00 p.m. or as soon thereafter as possible. While in the City Council Chamber, please turn off all cellular phones and pagers. AGENDA INFORMATION The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation is available for public review at the entryway of the Council Chambers prior to the meeting. On the Friday prior to the meeting, the agenda can be accessed on the City's web site at http://www.westminster-ca.gov. Live video streaming of regular meetings and an archive of agendas and minutes is also available on the City's website. ATTENDANCE AND PARTICIPATION BY THE PUBLIC Except as specifically provided by law for closed sessions, all meetings of the City Council Agency shall be open and public. Agendas for the City Council Agency meetings provide the public an opportunity to directly address the City Council on items of interest to the public that are within the subject matter jurisdiction of the City Council on any agenda items. NO action may be taken on items not listed on the agenda unless authorized by law. Unless otherwise extended by the City Council, the amount of time for each individual speaker shall not exceed five (5) minutes. WEBSITE/TELEVISED MEETING SCHEDULE Regular City Council meetings are broadcast live on Westminster Cable Channel 3 and REBROADCAST on Monday at 5:00 p.m., Wednesday at 7:00 p.m., Friday at 7:00 a.m. and Sunday at 8:30 a.m. The City's website (www.westminster-ca.gov) provides information about viewing live and archived City Council meetings. If you have internet access, you can follow the meeting live with a video stream on your computer. You will also have access to an archive of recent City Council meeting agendas, videos and minutes. PUBLIC USE OF COUNCIL CHAMBER EQUIPMENT All computer presentations must be e-mailed or provided on a portable USB device to the City Clerk at least four (4) hours prior to the meeting. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council reject all bids and authorize staff to rebid the subject project. 3.3 Status of 2021 Federal Transportation Improvement Program (FTIP) Financial Resolution for Current and Future Projects in the Federal Fiscal Year (FFY) 2020/21 to 2025/26. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City Of Westminster, Which Certifies that the City of Westminster Has the Resources to Fund the Projects in The FFY 2020/21 - 2025/26 Transportation Improvement Program and Affirms Its Commitment to Implement All Projects in the Program." ADMINISTRATIVE ACTIONS 3.4 Confirmation of Approved Administrative Fee Waiver for a free Income Tax Preparation Workshop held by the Office of Assemblyman Tyler Diep. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt Ordinance No. 2561 entitled, "An Ordinance of the Mayor and City Council of the City of Westminster, Repealing and Replacing Chapters 15.08 (Building Code), 15.10 (Residential Code), 15.12 (Electrical Code), 15.14 (Mechanical Code), 15.16 (Plumbing Code), 15.20 (Green Building Standards Code), and 15.22 (Fire Code) of Title 15 (Buildings and Construction) Adopting the 2019 Editions of the California Codes and Related Model Codes with Appendices and Amendments Thereto," read by title only and waive further reading. 5. REGULAR BUSINESS 5.1 Organizational Study and Audit of the Human Resources Department. (Eddie Manfro) RECOMMENDATION: Staff recommends that the Mayor and City Council consider the proposals and provide direction. Page 5 AGENDA December 11, 2019 5.2 Update on City -Wide Street Conditions. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Approve a Purchase Order to remedy the potholes and cracks appearing in the streets, in the amount not to exceed $150,000. Funds for this task will come from currently budgeted city-wide street improvement accounts; and B) Provide direction regarding additional measures that can be taken to address street conditions city-wide. 5.3 Update to Part -Time Salary Schedule — January 2020. (Cyndie Sanders) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Providing for a Compensation Plan for Part -Time Employees of the City of Westminster." 5.4 (Housing Authority) Amended and Restated Development and Loan Agreement for the Westminster Crossing Affordable Housing Project. (Chet Simmons) RECOMMENDATION: Staff recommends that the Chair and Authority Board Members adopt a Resolution entitled, "A Resolution of the Westminster Housing Authority Approving an Amended and Restated Development and Loan Agreement ("ARDLA") Between The Westminster Housing Authority and Westminster Crossing, L.P., a California Limited Partnership; Authorizing the Housing Authority Chair to Execute and Secretary to Attest the ARDLA; Authorizing the Executive Director to Carry Out the ARDLA and Implementing Documents; and Making Certain Other Findings in Connection Therewith." 5.5 Continued from October 23, 2019 meeting: Job Reclassifications Derived from the Completion of the Classification Study. (Cyndie Sanders) RECOMMENDATION: Staff recommends that the Mayor and City Council approve the noted job reclassifications and authorize a temporary rate increase for those positions without completed pay grade and step data. 5.6 Increase Frequency of Weed Abatement Program. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council consider the program's frequency and provide direction regarding the increase in program frequency.
