AGENDA November 20, 2019 AGENDA INFORMATION MEETINGS Regular Meetings of the City Council are held the second and fourth Wednesday of each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed Session matters, if required. The public session of the meeting shall commence at 7:00 p.m. or as soon thereafter as possible. While in the City Council Chamber, please turn off all cellular phones and pagers. AGENDA INFORMATION The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation is available for public review at the entryway of the Council Chambers prior to the meeting. On the Friday prior to the meeting, the agenda can be accessed on the City's web site at http://www.westminster-ca.gov. Live video streaming of regular meetings and an archive of agendas and minutes is also available on the City's website. ATTENDANCE AND PARTICIPATION BY THE PUBLIC Except as specifically provided by law for closed sessions, all meetings of the City Council Agency shall be open and public. Agendas for the City Council Agency meetings provide the public an opportunity to directly address the City Council on items of interest to the public that are within the subject matter jurisdiction of the City Council on any agenda items. NO action may be taken on items not listed on the agenda unless authorized by law. Unless otherwise extended by the City Council, the amount of time for each individual speaker shall not exceed five (5) minutes. WEBSITE/TELEVISED MEETING SCHEDULE Regular City Council meetings are broadcast live on Westminster Cable Channel 3 and REBROADCAST on Monday at 5:00 p.m., Wednesday at 7:00 p.m., Friday at 7:00 a.m. and Sunday at 8:30 a.m. The City's website (www.westminster-ca.gov) provides information about viewing live and archived City Council meetings. If you have internet access, you can follow the meeting live with a video stream on your computer. You will also have access to an archive of recent City Council meeting agendas, videos and minutes. PUBLIC USE OF COUNCIL CHAMBER EQUIPMENT All computer presentations must be e-mailed or provided on a portable USB device to the City Clerk at .least four (4) hours prior to the meeting. ROUTINE MATTERS Special Meeting of the to the Westminster and Regular Meeting on 3.2 Approval of Agreement with the Municipal Water District of Orange County for Cost Sharing of Consultant Services for the 2019 America's Water Infrastructure Act Compliance. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council approve an agreement with the Municipal Water District of Orange County and its member agencies in the amount of $98,463 for the sharing of consultant services, in order for the City to be in compliance with federally mandated reports related to the security of the City's Water System. ADMINISTRATIVE ACTIONS 3.3 Annual Measure M2 Expenditure Report. (Sherry Johnson) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Approve the Annual Measure M2 Expenditure Report for Fiscal Year 2018- 19; and B) Adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster concerning the Measure M2 Expenditure Report for the City of Westminster for the fiscal year ending June 30, 2019." (Diana Dobbert) RECOMMENDATION: Staff recommends that the Mayor and City Council approve the Special Event Permit for the Paracel Commemoration at Sid Goldstein Freedom Park subject to the conditions. 3.5 Special Event Permit application from the Vietnamese National Military Academy Alumni Association to hold a Memorial Ceremony on Friday, May 22, 2020 at Sid Goldstein Freedom Park. (Diana Dobbert) RECOMMENDATION: Staff recommends that the Mayor and City Council approve the Special Event Permit for the Memorial Ceremony at Sid Goldstein Freedom Park subject to the conditions. 3.6 Confirmation of Approved Administrative Fee Waiver for a Free Workshop Held by the Office of Assemblyman Tyler Diep. (Chet Simmons) RECOMMENDATION: Staff recommends that the Chair and Authority Board Members approve the Westminster Housing Authority Annual Report. 5.2 Community Development Update and Agreement with De Novo Planning Group for the Update of the City's Zoning Code and Zoning Map. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Receive and file the Community Development update; i B) Approve the agreement with De Novo Planning Group for the update of the City's Zoning Code and Zoning Map in the amount of $149,965; and C) Authorize the City Manager to execute the agreement. 6. COMMISSION AND COMMITTEE ITEMS 7.1 Continued from the November 6, 2019 meeting: Appointments to the Homelessness Task Force (Council Member Do's and Council Member Nguyen's Appointees). (Christine Cordon) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Appoint two members to the Homelessness Task Force; B) Provide direction regarding the appointment of a council member to the task force; and C) Extend deadline to March 31, 2020 for the task force to submit their findings and recommendations to the City Council. 7.2 Request for On -Street Disabled Parking at 13472 Chestnut Street - T.C. 77- 142. (Marwan Youssef) RECOMMENDATION: The Traffic Commission recommends that the Mayor and City Council Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Providing for the Installation of Disabled Parking Restrictions at 13472 Chestnut Street."
