AGENDA September 25, 2019 AGENDA INFORMATION MEETINGS Regular Meetings of the City Council are held the second and fourth Wednesday of each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed Session matters, if required. The public session of the meeting shall commence at 7:00 p.m. or as soon thereafter as possible. While in the City Council Chamber, please turn off all cellular phones and pagers. AGENDA INFORMATION The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation is available for public review at the entryway of the Council Chambers prior to the meeting. On the Friday prior to the meeting, the agenda can be accessed on the City's web site at http://www.westminster••gg.gov. Live video streaming of regular meetings and an archive of agendas and minutes is also available on the City's website. ATTENDANCE AND PARTICIPATION BY THE PUBLIC Except as specifically provided by law for closed sessions, all meetings of the City Council Agency shall be open and public. Agendas for the City Council Agency meetings provide the public an opportunity to directly address the City Council on items of interest to the public that are within the subject matter jurisdiction of the City Council on any agenda. items. NO action may be taken on items not listed on the agenda unless authorized by law. Unless otherwise extended by the City Council, the amount of time for each individual speaker shall not exceed five (5) minutes. WEBSITE/TELEVISED MEETING SCHEDULE Regular City Council meetings are broadcast live on Westminster Cable Channel 3 and REBROADCAST on Monday at 5:00 p.m., Wednesday at 7:00 p.m., Friday at 7:00 a.m. and Sunday at 8:30 a.m. The City's website (www.westminster-ca.gov) provides information about viewing live and archived City Council meetings. If you have internet access, you can follow the meeting live with a video stream on your computer. You will also have access to an archive of recent City Council meeting agendas, videos and minutes. PUBLIC USE OF COUNCIL CHAMBER EQUIPMENT All computer presentations must be e-mailed or provided on a portable USB device to the City Clerk at least 48 hours prior to the meeting. Items to be displayed on the overhead projector must be submitted to the City Clerk for review by staff to verify appropriateness for general audiences by noon on the day of the meeting and prior to the use of the equipment. PUBLIC HEARINGS - None. 5. REGULAR BUSINESS 5.1 Revisions to City Council Meeting Schedule for Remainder of 2019 and January 2020. (Christine Cordon) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Cancel the regular meetings of November 27 (2nd Wednesday, Thanksgiving Eve) and December 25, 2019 (2nd Wednesday, Christmas Day); and B) Cancel the regular meetings of January 8 and 22, 2020 (2nd and 4th Wednesday) and call for special meetings on January 15 and 29, 2020 (3rd and 5th Wednesday). Page 4 AGENDA September 25, 2019 5.2 Creation of a Homeless Task Force. (Eddie Manfro) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Approve the creation of a City Manager's Homeless Task Force made up of community stakeholders and key staff to study the impact of homelessness on the City of Westminster and the feasibility of the creation of an emergency homeless shelter; B) Authorize the City Manager to make appointments to the Task Force based on the guidelines contained in this report; and C) Authorize the Task Force to study these issues and submit recommendations and findings to the City Council before February 28, 2020. 5.3 City of Westminster -Orange County District Attorney's Office Partnership to Combat Residential Construction Fraud. (Eddie Manfro) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding Vice Mayor Ho's proposal to develop a partnership with the Orange County District Attorney's Office to combat residential construction fraud. 6. LEGISLATIVE ITEMS 6.1 Designation of Voting Delegate and Alternates for 2019 League of California Cities Annual Conference, (Christine Cordon) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and appoint one member of the City Council as the Delegate and up to two alternates for voting purposes at the 2019 League of California Cities Annual Conference, 7.
