AGENDA July 10, 2019 AGENDA INFORMATION MEETINGS Regular Meetings of the City Council are held the second and fourth Wednesday of each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed Session matters, if required. The public session of the meeting shall commence at 7:00 p.m. or as soon thereafter as possible. While in the City Council Chamber, please turn off all cellular phones and pagers. AGENDA INFORMATION The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation is available for public review at the entryway of the Council Chambers prior to the meeting. On the Friday prior to the meeting, the agenda can be accessed on the City's web site at http://www.westminster-ca.gov. Live video streaming of regular meetings and an archive of agendas and minutes is also available on the City's website. ATTENDANCE AND PARTICIPATION BY THE PUBLIC Except as specifically provided by law for closed sessions, all meetings of the City Council Agency shall be open and public. Agendas for the City Council Agency meetings provide the public an opportunity to directly address the City Council on items of interest to the public that are within the subject matter jurisdiction of the City Council on any agenda items. NO action may be taken on items not listed on the agenda unless authorized by law. Unless otherwise extended by the City Council, the amount of time for each individual speaker shall not exceed five (5) minutes. WEBSITE/TELEVISED MEETING SCHEDULE Regular City Council meetings are broadcast live on Westminster Cable Channel 3 and REBROADCAST on Monday at 5:00 p.m., Wednesday at 7:00 p.m., Friday at 7:00 a.m. and Sunday at 8:30 a.m. The City's website (www.westminster-ca.gov) provides information about viewing live and archived City Council meetings. If you have internet access, you can follow the meeting live with a video stream on your computer. You will also have access to an archive of recent City Council meeting agendas, videos and minutes. PUBLIC USE OF COUNCIL CHAMBER EQUIPMENT All computer presentations must be e-mailed or provided on a portable USB device to the City Clerk at least 48 hours prior to the meeting. Items to be displayed on the overhead projector must be submitted to the City Clerk for review by staff to verify appropriateness for general audiences by noon on the day of the meeting and prior to the use of the equipment. ORDINANCES 3.3 Second Reading of Ordinance No. 2559, Amending the Westminster Municipal Code to Regulate Taxicab Transportation Service Operations. (Christine Cordon) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt Ordinance No. 2559 entitled, "An Ordinance of the Mayor and City Council of the City of Westminster, Amending Chapter 5.60 (Taxicabs) of Article II (Business Regulations) of Title 5 (Business Taxes, Licenses and Regulations) of the Westminster Municipal Code," read by title only and waive further reading. ADMINISTRATIVE ACTIONS 3.4 Special Event Permit Application from the Victory Outreach Huntington Beach to hold a Community Outreach on Saturday, August 10, 2019 at Westminster Park, 14402 Magnolia Street. (Diana Dobbert) RECOMMENDATION: Staff recommends that the Mayor and City Council approve the Special Event Permit for the Community Outreach at Westminster Park subject to the conditions. REGULAR BUSINESS 5.1 Approval of Snack Bar Concession Agreement. (Diana Dobbert) RECOMMENDATION: Staff recommends that the Mayor and City Council approve an agreement between the City of Westminster and District 62 Challenger Division Little League for use of the snack bar facility located at Westminster Park and authorize the City Manager to execute the agreement. 5.2 Joining the Orange County Housing Finance Trust through a Joint Powers Authority Agreement. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Relating to the Joint Exercise of Powers for and Membership in the Orange County Housing Finance Trust," thereby joining the Joint Powers Authority with the County of Orange. 5.3 2019 "Get it Permitted" Campaign and Amnesty Program. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council approve the 2019 "Get it Permitted" Campaign and Amnesty Program. 5.4 Development of a Set of City of Westminster Pre -Approved Accessory Dwelling Unit Standardized Construction Plans and Zoning Submittal Checklist. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council direct staff to develop a set of pre -approved accessory dwelling unit standardized construction plans and zoning submittal checklist. Page 5 AGENDA July 10, 2019 5.5 Special Event Permit Applications from 1.) Vietnamese American Federation of Southern California, Coalition of South Vietnamese Veteran Association, and Central Coordinator -Republic of Vietnam Armed Forces -Southwest Center; and 2.) Little Saigon -Westminster TET Parade Organization to hold the annual TET Parade on Saturday, January 25, 2020. (Diana Dobbert) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding the selection of the 2020 TET Parade organizer. 5.6 Update on the Mendez Freedom Trail and Mendez Tribute Memorial Park. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster, Approving the Application for Statewide Park Development and Community Revitalization Program Grant Funds"; and B) Authorize the City Manager to execute any and all documents needed in order to facilitate the construction of the park. 5.7 Resolution Adopting New and Revised Position' Classifications in the Administrative/Management/Confidential Series. (Cyndie Sanders) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Adopting New and Revised Position Classifications in the Administrative/Management/Confidential Series." 6. LEGISLATIVE ITEMS - None. 7. COMMISSION AND COMMITTEE ITEMS 7.1 Request for Parking Restrictions on the South Side of Bolsa Avenue between Hoover Street and City Limit with the County of Orange Island to the East- T.C. 02-100. (Marwan Youssef) RECOMMENDATION: The Traffic Commission recommends that the Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Providing for No Parking or Stopping at a Certain Location on the South Side of Bolsa Avenue, Between Hoover Street and West of the East City/County Limit." AGENDA July 10, 2019 7.2 Request to Rescind Loading/Unloading Zone and the Installation of Timed Parking Restrictions on the South Side of 15th Street, East of All American Way-T.C. 14-100. (Marwan Youssef) RECOMMENDATION: The Traffic Commission recommends that the Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Repealing Resolution No. 4878 Which Provided for the Installation of a Passenger Loading/Unloading Zone on the South Side of 15th Street, East of All American Way and Approving the Installation of 24 -Minute Timed Parking on the South Side of 15th Street, East of All American Way." 8.
