AGENDA April 24, 2019 AGENDA INFORMATION MEETINGS Regular Meetings of the City Council are held the second and fourth Wednesday of each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed Session matters, if required. The public session of the meeting shall commence at 7:00 p.m. or as soon thereafter as possible. While in the City Council Chamber, please turn off all cellular phones and pagers. AGENDA INFORMATION The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation is available for public review at the entryway of the Council Chambers prior to the meeting. On the Friday prior to the meeting, the agenda can be accessed on the City's web site at http://www.westminster-ca.gov. Live video streaming of regular meetings and an archive of agendas and minutes is also available on the City's website. ATTENDANCE AND PARTICIPATION BY THE PUBLIC Except as specifically provided by law for closed sessions, all meetings of the City Council Agency shall be open and public. Agendas for the City Council Agency meetings provide the public an opportunity to directly address the City Council on items of interest to the public that are within the subject matter jurisdiction of the City Council on any agenda items. NO action may be taken on items not listed on the agenda unless authorized by law. Unless otherwise extended by the City Council, the amount of time for each individual speaker shall not exceed five (5) minutes. WEBSITE/TELEVISED MEETING SCHEDULE Regular City Council meetings are broadcast live on Westminster Cable Channel 3 and REBROADCAST on Monday at 5:00 p.m., Wednesday at 7:00 p.m., Friday at 7:00 a.m. and Sunday at 8:30 a.m. The City's website (www.westminster-ca.gov) provides information about viewing live and archived City Council meetings. If you have internet access, you can follow the meeting live with a video stream on your computer. You will also have access to an archive of recent City Council meeting agendas, videos and minutes. PUBLIC USE OF COUNCIL CHAMBER EQUIPMENT All computer presentations must be e-mailed or provided on a portable USB device to the City Clerk at least 48 hours prior to the meeting. Items to be displayed on the overhead projector must be submitted to the City Clerk for review by staff to verify appropriateness for general audiences by noon on the day of the meeting and prior to the use of the equipment. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council reject all bids and authorize staff to rebid the subject project. 3.3 West Orange County Water Board (WOCWB) Annual Operational Budget for FY 19/20. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council approve the West Orange County Water Board's FY 2019/20 budget shared between Huntington Beach, Seal Beach, and Garden Grove. ADMINISTRATIVE ACTIONS 3.4 Special Event Permit application from Laura Rose Homes & Associates at Keller Williams Realty to hold a Summer Movie in the Park Series on Saturdays, July 13, August 10, and September 14 at Bolsa Chica Park. (Diana Dobbert) RECOMMENDATION: Staff recommends that the Mayor and City Council approve the Special Event Permit for the Summer Movie in the Park Series at Bolsa Chica Park subject to the conditions. REGULAR BUSINESS 5.1 Request for Additional Funding from AB 2766 Subvention Fund for the MSRC 2017 Local Government Partnership Program Project. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council approve a transfer of funds in the amount of $70,000 from the AB 2766 Subvention fund to cover the increase in matching funds required for the procurement of an Electrical Vehicle and Charging Stations. 5.2 Request to Update a Part -Time Building Maintenance Helper Position to a Full -Time Building Maintenance/Repair Worker in the Building Maintenance Division. (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council approve the upgrade of one part-time budgeted position (Building Maintenance Helper) to a full-time position (Building Maintenance/Repair Worker). 6. LEGISLATIVE ITEMS 6.1 Resolution Adopting a List of Projects for Fiscal Year 19-20 to be Funded by Senate Bill 1 (SB 1), the "Road Repair and Accountability Act." (Marwan Youssef) RECOMMENDATION: Staff recommends that the Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Adopting a List of Projects for Fiscal Year 19-20 to be Funded by Senate Bill 1 (SB 1), the `Road Repair and Accountability Act."' COMMISSION AND COMMITTEE ITEMS 7.1 Request for Parking Restrictions on the North Side of Bishop Place East of Weststate Street (Rear Driveway to Asian Garden Mall - 9200 Bolsa Avenue) - T.C. 80-113. (Marwan Youssef) RECOMMENDATION: The Traffic Commission recommends that the Mayor and City Council adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Providing for No Parking or Stopping at a Certain Location on the North Side of Bishop Place East of Weststate Street (Rear Driveway to Asian Garden Mall - 9200 Bolsa Avenue)." 7.2 Proposal to Install All -Way Stop Signs at the Intersection of Jackson Street and 20th Street (Currently a Two -Way Stop on Jackson Street)." - T.C. 77-120. (Eddie Manfro) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding requests and issuance of recognition and proclamations. 8.3 Request for Report from Campaign Contribution Limits and Term Limits Subcommittee. (Council Member Tai Do) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding Council Member Do's request for a report from the subcommittee. (Council Member Sergio Contreras) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding Council Member Contreras' request for a partnership with Cal State University, Fullerton's National Resource Center for Asian Languages (NRCAL) for Vietnamese interpreters at city council meetings. 9.
