These writings are also available for review in the public access binder located in the entryway to the Council Chambers. v.2, 03/26/19 AGENDA March 27, 2019 AGENDA INFORMATION MEETINGS Regular Meetings of the City Council are held the second and fourth Wednesday of each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed Session matters, if required. The public session of the meeting. shall commence at 7:00 p.m. or as soon thereafter as possible. While in the City Council Chamber, please turn off all cellular phones and pagers. AGENDA INFORMATION The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation is available for public review at the entryway of the Council Chambers prior to the meeting. On the Friday prior to the meeting, the agenda can be accessed on the City's web site at http://www.westminster-ca.gov. Live video streaming of regular meetings and an archive of agendas and minutes is also available on the City's website. ATTENDANCE AND PARTICIPATION BY THE PUBLIC Except as specifically provided by law for closed sessions, all meetings of the City Council Agency shall be open and public. Agendas for the City Council Agency meetings provide the public an opportunity to directly address the City Council on items of interest to the public that are within the subject matter jurisdiction of the City Council on any agenda items. NO action may be taken on items not listed on the agenda unless authorized by law. Unless otherwise extended by the City Council, the amount of time for each individual speaker shall not exceed five (5) minutes. If you have internet access, you can follow the meeting live with a video stream on your computer. You will also have access to an archive of recent City Council meeting agendas, videos and minutes. PUBLIC USE OF COUNCIL CHAMBER EQUIPMENT All computer presentations must be e-mailed or provided on a portable USB device to the City Clerk at least 48 hours prior to the meeting. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council accept the Draft FY 2019/20 Annual Action Plan and authorize City staff to initiate a 30 -day public review period of the documents in compliance with the Consolidated Plan procedures at 24 CFR Part 91. 6. LEGISLATIVE ITEMS — None. 7. COMMISSION AND COMMITTEE ITEMS 7.1 Appointment to the Community Services and Recreation Commission (Council Member Sergio Contreras' Appointee). (Christine Cordon) RECOMMENDATION: Staff recommends that the Mayor and City Council approve Council Member Contreras' appointment of one regular member to the Community Services and Recreation Commission for a two-year term. 8. BUSINESS MATTERS FROM CITY COUNCIL/AGENCY MEMBERS 8.1 The Addition of a Paracel Monument to Sid Goldstein Freedom Park. (Mayor Tri Ta and Vice Mayor Kimberly Ho) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding Mayor Ta and Vice Mayor Ho's proposal to construct a Paracel Monument within Sid Goldstein Freedom Park to be sponsored and funded by Hoi Ai Huu Hai Quan Cuu Long. 8.2 Code of Ethics and Conduct for Elected and Appointed Officials. (Eddie Manfro) RECOMMENDATION: Staff recommends that the Mayor and City Council review and provide direction regarding the draft Code of Ethics and Conduct for Elected and Appointed Officials. 8.3 Request to Rescind Resolution of Commendation from Ngo Thanh Van. (Council Member Tai Do) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding Council Member Do's request to rescind a Resolution of Commendation issued to Ngo Thanh Van. (Eddie Manfro) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding requests and issuance of recognition and proclamations. 8.5 Resolution Voicing Opposition to Visits to the United States by Officials from the Socialist Republic of Vietnam and by Members of the Vietnamese Communist Party. (Mayor Tri Ta and Council Member Chi Charlie Nguyen) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding Mayor Ta and Council Member Nguyen's proposal to adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Voicing Opposition to Visits to the United States by Officials from the Socialist Republic of Vietnam and by Members of the Vietnamese Communist Party." 9.
