AGENDA March 13, 2019 AGENDA INFORMATION MEETINGS Regular Meetings of the City Council are held the second and fourth Wednesday of each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed Session matters, if required. The public session of the meeting shall commence at 7:00 p.m. or as soon thereafter as possible. While in the City Council Chamber, please turn off all cellular phones and pagers. AGENDA INFORMATION The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation is available for public review at the entryway of the Council Chambers prior to the meeting. On the Friday prior to the meeting, the agenda can be accessed on the City's web site at http://www.westminster-ca.gov. Live video streaming of regular meetings and an archive of agendas and minutes is also available on the City's website. ATTENDANCE AND PARTICIPATION BY THE PUBLIC Except as specifically provided by law for closed sessions, all meetings of the City Council Agency shall be open and public. Agendas for the City Council Agency meetings provide the public an opportunity to directly address the City Council on items of interest to the public that are within the subject matter jurisdiction of the City Council on any agenda items. NO action may be taken on items not listed on the agenda unless authorized by law. REGULAR BUSINESS 5.1 (Housing Authority) Amendment to Affordable Housing Loan Agreement with Affirmed Housing Group, Inc. Related to Property at 14800 Beach Boulevard. (Chet Simmons) RECOMMENDATION: Staff recommends that the Chair and Authority Board Members approve amending the Development and Loan Agreement and Promissory Note with Affirmed Housing Group, Inc. to include an additional $300,000 loan amount and authorize staff to draft and execute the Amendment. 6. LEGISLATIVE ITEMS — None. 7. COMMISSION AND COMMITTEE ITEMS 7.1 Appointments to the Community Services and Recreation Commission and Commission on Aging (Council Member Tai Do's Appointees). (Christine Cordon) RECOMMENDATION: Staff recommends that the Mayor and City Council approve Council Member Do's appointments to the following commissions: A) Appoint one regular member to the Community Services and Recreation Commission for a two-year term; and B) Appoint one regular member to the Commission on Aging for a two-year term. (Mayor Tri Ta and Vice Mayor Kimberly Ho) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding Mayor Ta and Vice Mayor Ho's proposal to establish a Residential and Commercial Development Process Review Subcommittee. 8.2 Resolution Designating April 23-30 as "Black April Memorial Week" and the Month of April as "Vietnamese -American Month." (Mayor Tri Ta and Vice Mayor Kimberly Ho) RECOMMENDATION: Staff recommends that the Mayor and City Council consider Council Member Nguyen and Vice Mayor Ho's proposal to adopt a Resolution entitled, "A Resolution of the Mayor and City Council of the City of Westminster Designating April 23-30 as 'Black April Memorial Week' and Recognizing the Month of April as'Vietnamese-American Month."' 9.
