AGENDA January 29, 2019 AGENDA INFORMATION MEETINGS Regular Meetings of the City Council are held the second and fourth Wednesday of each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed Session matters, if required. The public session of the meeting shall commence at 7:00 p.m. or as soon thereafter as possible. While in the City Council Chamber, please turn off all cellular phones and pagers. AGENDA INFORMATION The agenda contains a brief general description of each item to be considered. The agenda and supporting documentation is available for public review at the entryway of the Council Chambers prior to the meeting. On the Friday prior to the meeting, the agenda can be accessed on the City's web site at http://www.westminster-ca.gov. Live video streaming of regular meetings and an archive of agendas and minutes is also available on the City's website. ATTENDANCE AND PARTICIPATION BY THE PUBLIC Except as specifically provided by law for closed sessions, all meetings of the City Council Agency shall be open and public. Agendas for the City Council Agency meetings provide the public an opportunity to directly address the City Council on items of interest to the public that are within the subject matter jurisdiction of the City Council on any agenda items. NO action may be taken on items not listed on the agenda unless authorized by law. Unless otherwise extended by the City Council, the amount of time for each individual speaker shall not exceed five (5) minutes. REGULAR BUSINESS 5.1 Approve a Purchase Order to Moor, lacofano, Goltsman, Inc. (MIG) in the amount of $98,000 for providing in-house staffing and planning services for the Planning Division. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council approve a Purchase Order in the amount of $98,000 to MIG for providing in-house staffing and planning services for the Planning Division. 5.2 Creation of a Community Preservation Unit and Implementation of a Pilot Program. (Chet Simmons) RECOMMENDATION: Staff recommends that the Mayor and City Council authorize the creation of a Community Preservation Unit and implementation of a Pilot Program. 5.3 Rescheduling the Council Meeting of February 13, 2019. (Christine Cordon) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Cancel the previously scheduled meeting of February 13, 2019; and B) Call for a special meeting on February 12, 2019. 5.4 Community Development Department Reorganization. (Eddie Manfro) RECOMMENDATION: Staff recommends that the Mayor and City Council approve the salary range related to the restructuring of the Assistant City Manager and Director of Community Development positions. Page 5 AGENDA January 29, 2019 5.5 Agreement with Axon Enterprise, Inc. for the Purchase of Bodyworn Cameras, Related Equipment, Five Years of Data Storage and Related Services. (Chief Ralph Ornelas) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Approve the Agreement with Axon Enterprise, Inc. for the purchase of bodyworn cameras, related video equipment, five years of data storage and related services beginning in Fiscal Year 2018-2019 until Fiscal Year 2022- 2023 with a five-year total program cost of $574,460; and B) Authorize the transfer of funds from the Police Local Seizure Undesignated, Unreserved Fund Balance in Fiscal Year 2018-19 in the total amount of $146,663 for the program's first year costs to the DOJ Seizures Safety Equipment and contractual accounts for purchase of safety equipment; and C) Authorize the City Manager or his designee to execute the Agreement. 6. LEGISLATIVE ITEMS — None. 7. COMMISSION AND COMMITTEE ITEMS 7.1 Appointment to City Boards and Commissions. (Christine Cordon) RECOMMENDATION: Staff recommends that the Mayor and City Council: A) Appoint five members to the Planning Commission for two-year terms; B) Appoint five members to the Traffic Commission for two-year terms; C) Appoint five regular members and one alternate to the Community Services and Recreation Commission for two-year terms; D) Appoint five regular members and two alternates to the Commission on Aging for two-year terms; E) Appoint three regular members and two alternates to the Personnel Board for two-year terms; and F) Appoint one member to the Citizens Oversight Committee for Measure SS to fill a vacancy with term to expire upon the disbandment of the committee. (Council Member Tai Do) RECOMMENDATION: Staff recommends that the Mayor and City Council consider and provide direction regarding Council Member Tai Do's proposal related to the security costs associated with the Tet Parade. 8.2 City Council Term Limits and Campaign Contribution Limits. (Council Member Tai Do) RECOMMENDATION: Staff recommends that the Mayor and City Council discuss Council Member Tai Do's proposals related to City Council term limits and campaign contribution limits and provide direction. 9.
